MEETING HELD ON 8th JUNE

AT 7:30PM IN KIRKCOLM VILLAGE HALL

 

PRESENT: –        Scott Baillie, Elly Baker, Matt Halliday, Fiona Halliday, Ros Surtees, Carrie White and Malcolm Baker.

 

APOLOGIES: –   Ian Morral, Karl Jackson Barnes, Mary Milroy and John Dougan (Councillor D&G).

IN ATTENDANCE: –    Iain Dick (Councillor D&G), Willie Scobie (Councillor D&G), Alan Burns (Police), Margaret Baillie (Welfare & Resident), Janet McLeod (WAWA) and Lydia Thompsett (Kirkcolm Nursery)

 

 

 

 

The minutes of the last meeting were verified by Ros Surtees and seconded by Carrie White.

 

POLICE BUSINESS

The Inspector has sorted out incidence of violence in Bayview.

There have been a number of incidents where ‘scrap metal’ has gone ‘missing’ in the area, people are asked to keep their eyes open.

Two individuals have been reported for the School break in.

 

MATTERS ARISING

20 mph speed signs. It has become clear that the criteria for prioritising the installation of 20 mph signs for schools is flawed in that it only really considers the number of students. Factors such as the physical location of the school, bends, junctions and safety records do not appear to be considered at all!

The police could run checks and report on safety matters; perhaps with the Safety Officer involved. The road on which the school is located has been classified as one of the most dangerous roads in Scotland according to newspaper reports.

Lighting in Fishers Lane. The lights are currently located in the grounds of the school. The school budget does not include running these lights. There is a need to progress this issue further to get the lights moved and/or adopted/funded by the Council, Scott Baillie will continue to progress this issue with the help of Iain Dick.

Supper Room. The Criminal Justice Social Work department – via the good offices of Wendy Monteforte – has agreed to decorate the Supper Room, and work is due to start in a matter of days. Our thanks to John Dougan for taking an active interest in this.

Repairs to the Hall. We have been going around in circles for some time with little progress. Willie Scobie urged us not to give up and to continue our efforts with the support of our councillors. The person we need to contact and progress this is Peter Nelson.

Parent Council. Scott Baillie and Malcolm Baker were co-opted onto the Parents Council at their last meeting on 9th May.

Windfarm Policy Meeting at Wigtown. It was agreed that we should attend this meeting. Malcolm Baker, Scott Baillie and Matt Halliday agreed to attend if at all possible.

Community Spaces Fund. We were given advance notice that the lottery fund will be allocating funds. It was agreed to seek a volunteer to lead this task for the Community Council. Matt Halliday agreed to take it on.

1        GLEN APP AND LOCH REE WINDFARM

Scottish Renewables held an open day in the hall to present a considerable amount of information to the community and to obtain feedback from the community. The session went well and a number of residents and Community Councillors attended the event. It was agreed to invite them to our meeting in August.

 

2        WINDFARM  PROJECT UPDATE

PA and lighting equipment has been purchased and tested in the hall. The bowling club equipment is on order and due for delivery any day. The refurbishment of the hall is running behind because we decided to have the Supper Room decorated before fitting the carpets and blinds, chairs and desks have been purchased and assembled.

 

3        FINANCIAL PROTOCOL

There was a unanimous vote to adopt the Financial Protocol supplied by D&G Council to qualify for Third Sector and other funding requirements.

 

 

 

 

4        GALA DAY UPDATES

Preparations and funding requests were progressing well, and Elly Baker asked that all information for the Free Press advert be forwarded to her by the 24th June to meet the Free Press deadlines. The process of ‘selecting’ the King Queen and helpers is ongoing. Morrisons have agreed to allow us to sell raffle tickets at the store on th18th June. Poster printing had been delayed by a power supply issue, but they will be available soon.

 

5        COMMINITY COUNCIL NUMBERS

Malcolm Baker approached Fiona Ritchie to request an increase from 7 to 9 elected Councillors for Kirkcolm. Fiona informed me that these matters were dealt with by the D&G Council, and the next meeting to consider such matters will be held in September. Malcolm Baker proposed a motion to pursue an increase the number of councillors from 7 to 9, this was seconded by Scott Baillie and the vote was unanimous.

 

6        NOMINATION OF FIONA AMANDA JANE HALLIDAY AS A NON-VOTING COMMUNITY COUNCILLOR

          Proposed by Scott Baillie, seconded by Malcolm Baker the vote was passed unanimously.

 

7        ANY OTHER BUSINESS

          Keeping Warm It was agreed to provide a stand at the Gala for the Keeping warm initiative which helps older people to source cheaper options to heat their homes.
