MEETING HELD ON 10th AUGUST

AT 7:30PM IN THE SUPPER ROOM, KIRKCOLM VILLAGE HALL

 

PRESENT: –        Scott Baillie, Elly Baker, Matt Halliday, Fiona Halliday, Ros Surtees, Carrie White and Malcolm Baker, Ian Morral, Karl Jackson-Barnes.

 

APOLOGIES: –   Mary Milroy.

IN ATTENDANCE: –    Willie Scobie (Councillor D&G), Kevin Wyllie (Police), Margaret Baillie (Welfare & Resident), Janet McLeod (WAWA), Mel Dunn (Resident), John Dunn (Resident), Fraser Wilson (Free Press), Margot Nicol (PTA & Resident), Robert Parker (Resident), John White (Resident).

 

All attendees were welcomed to the newly fitted out Supper Room, the new venue for future meetings of the Community Council. The improvements were welcomed  by every one, and the work done by the criminal justice organisation was well appreciated.

 

The minutes of the last meeting were verified by Ros Surtees and seconded by Carrie White.

 

POLICE BUSINESS

The problem of a motorcycle being driven up and down Church Road has     been dealt with.

A car had been damaged in Bayview Terrace, it is believed to have been       caused by children on bicycles.

In July a boat had been broken into and £300 worth of fishing rods taken, the C.I.D. Is looking into it.

Kevin agreed to follow up on speed checks at the corner at the bottom of the hill leading out of the village on the way to Stranraer where children sometimes cross the road on their way to and from school.

 

MATTERS ARISING

20 mph speed signs. Willie Scobie informed us that Kirkcolm is now 11th on the list to have the signs installed, and the consensus of the P.H. E.S. committee is that the criteria for prioritising such installations should be  changed to include safety etc., not just the student role.

Lighting in Fishers Lane. J Bridge suggests moving the lights across the road and adopting them, but there is £2500 to be found (the cost is based on the annual cost x 12. Willie Scobie agreed to take up the case to find a budget for this work. Matt Halliday wondered if Scottish Water could help to reduce the costs by doing the excavation work when they install the new waste pipes.

Repairs to the Hall. Peter Nelson, Clive Carruthers, Willie Scobie and Malcolm Baker attended a site meeting arranged by Willie Scobie to examine the problems. Peter nelson not only recognised the problems of outstanding work, he also identified a number of issues with the quality of work already ‘completed’. Since that meeting most problems have been resolved or are in the process of being resolved.

There was some discussion as to the status of the supper room door. It has a label saying FIRE DOOR but it clearly does not meet the requirements for a FIRE DOOR. It transpired that it had been approved by the Fire Department inspection. Whatever the case, the door is not in keeping with the rest of the room.

Windfarm Policy Meeting at Wigtown. It transpired that no-one was able to attend the meeting Scott Baillie agreed to discover what happened at the meeting

Community Spaces Fund. Matt Halliday reported that he had received / come up with a few possible projects including :- developing and improving a nature trail with hides for birdwatchers at the Wig, a picnic area on the land near Burnside Cottage (ownership of the land is not know and Margot Nicol kindly offered to perform a search – there may be a fee of £12 for this), improvements to the play area up by Bayview. Matt said he will put a notice up to try to stimulate more suggestions. A suggestion to tidy up land by the church was not considered appropriate for this initiative, it could be another possible project for the Criminal Justice Department.

Chippings by the Wig Chippings are frequently stored for road resurfacing, but they seemed to be there for a very extended period this year. This will be looked into.

Wooden Bridge on Fishers Lane Janet McLeod said that the bridge has become very slippery and asked how this could be rectified. Scott Baillie offered to look into it.

 

1        GLEN APP AND LOCH REE WINDFARM

Scottish Power were unable to attend, but have asked to attend out October meeting to give us an update.

Robert Parker was given an opportunity to inform us of his initiative to develop a Community wind turbine project funded by local residents which would commit to provide substantial funds to the community. The project is in its early stages and he was planning a meeting to fund the effort to gain planning consent for it. Shares are to be offered to locals, private investors and businesses. The whole topic of  planning guidelines was discussed, and Willie Scobie informed us that the review had been deferred leaving the region in a bad position in dealing with applications.

 

2        GALA 2011 REVIEW

The day was considered to be a great success, with the help of the weather there was an excellent turnout. It was decided to hold a complete review when things were fresh in peoples minds, and this was done on the 5th July in the Blue Peter.

 

3        GALA 2012 LAUNCH

A meeting will be held on the 17th August to make an early start in preparing for the next gala. Uncertainty due to the Waste Water project had us chasing up activities too close to the date.

 

4        NORTH RHINS WINDFARM PROJECTS

Four projects have been mentioned, Kitchen improvements have been requested by the Church Group, WAWA have requested help wit facilities, The Welfare Group would like funding for an outing to the Giants Causeway for the senior citizens, and a combined project to improve facilities for the Gala including portable equipment which could also be used in the Village Hall. Estimates  and Justifications have benn requested as a matter of urgency. A meeting will be called to review the requests in the middle of September in order to prepare the annual plan for presentation to Solway Heritage.

 

5        ALTERNATIVE FUNDING

It is now time to progress applications for alternative funding and or matched funding from other sources. Ian Morral has made a start to search for funding for the Christmas Lighting project, and help is being provided to the Welfare Group to improve their eligibility to make similar applications.

 

 

 

7        ANY OTHER BUSINESS

Sponsored Dog Walk – Janet McLeod informed us of the walk to be held on the 11th September at 2:00pm from the School.

Spooky Men – Ros Surtees reminded us that the Spooky Men will be in Kirkcudbright on the 24th August.

Harvest Festival and Ceilidh – Will be held in the Village Hall on the 7th October.
