PRIVATE MEETING HELD AT 7:30PM ON TUESDAY 6th JUNE 2017
IN THE SUPPER ROOM AT THE KIRKCOLM VILLAGE HALL
PRESENT: – Barry Miller, Susan Irons, Sara McCulloch, Tommy Cochran, Angus Carrick Buchanan, Gail Adams.
In Attendance, professional advisors David Hall (solicitor) and Jim Brown (accountant).
The chairman welcomed everyone to the meeting which had been called to facilitate the transition period the Community Council was undergoing since the recent AGM. In particular the meeting had been called to discuss two possible forthcoming wind farm contracts, the relationship between Kirkcolm Community Council and the recently formed Kirkcolm Community Trust, the balance sheet for KCC for the period 1st April 2016 to 31st March 2017 and historic transactions involving wind farm income.
1) WINDFARM CONTRACTS
David Hall had looked at the paperwork involving possible contracts between the Kirkcolm Community Council and Glen App wind farm and Larbrax wind farm and a discussion took place without resolution.
2) KIRKCOLM COMMUNITY TRUST
A discussion took place against the background of the establishment of a Kirkcolm Community Trust and the possibility of that body acting as recipient of monies from Glen App Wind and Larbrax wind farms. David Hall agreed to further research this situation, the membership of the Trust, and the financial consequences of the Community Council folding. No substantive decisions were made.
3) BALANCE SHEETS
On previous instructions Jim Brown had prepared a full balance sheet covering transactions involving wind farm income received by Kirkcolm Community Council for the period 2011- 2016. This had been done from past minutes, bank statements, check-book stubs and some invoices/receipts. These transactions had been omitted from CC AGM financial statements. The CC was given professional advice that these omissions were irregular but since financial statements over this period had been passed at CC AGMs and transmitted to the Local Authority it was agreed to draw a line under this.
The financial statement for the immediate past year (April 1st 2016 – March 31st 2017) had yet to be passed by the CC. It was agreed this could not be done until a new balance sheet which included all transaction undertaken by the KCC during that period had been prepared. This would include those involving wind farm monies and well as a breakdown of gala day income and expenditure. This work was not yet complete.
This being all the business the meeting was closed.
