MEETING HELD ON 8th DECEMBER 2010

 

PRESENT: –        Scott Baillie, Elly Baker, Malcolm Baker, Matt Halliday, Ros Surtees

IN ATTENDANCE: –    Iain Dick, Willie Scobie, Kevin Wyllie, Cameron Ritchie, Ross Ritchie, Margot Nicol.

 

 

The Minutes of the last meeting were verified by Matt Halliday and seconded by Elly Baker.

 

POLICE BUSINESS

Since the last meeting there have been just two incidents to report; a broken window in the village and a car accident but there were no injuries reported. In response to a request to take the registration numbers of unknown white vans etc. in the area, Margot Nicol reported two vehicles for checking, both vehicles originated from Dumfries.

Speed checks have been made in the village, but there were no incidents of excessive speeds in the village, those found exceeding the limit will be/have been warned, and records will be kept to identify repeat offenders during ongoing checks in the area.

Project Craken was discussed, and we were informed that Vicky Jaszewski is making presentations on the project. It was agreed to invite her to a future meeting.

 

MATTERS ARISING

Grit bins and Road verges: – Grit bins have been filled and refilled as required; attempts have been made to locate the problem verges without success.

Lighting: – The lights had not been repaired at the date of the meeting. Cllr Scobie said that there is no excuse for not getting the work done, and that the Community Council and we should write to those responsible with copies to our elected councillors.

Speed signs: – Similar comments were made as above.

School heating: – Margot Nicol expressed concerns that funds had been allocated for the Bio Mass boiler, but there were none for the central heating system. Cllrs Dick and Scobie agreed that they would follow up. Malcolm Baker said that he was certain that the whole project was funded as detailed in a spreadsheet for Education Capital spending dated 22nd Oct.  (This was later confirmed.)

Low flying: – It was confirmed that there is still a need to go ahead and request a presentation and it was suggested that attempts be made to include Leswalt and Portpatrick.

 

SCOTTISH WATER

Ross Ritchie of Biwater Leslie, (main contractors to Scottish Water for this project) made a presentation of the full project for Loch Ryan, with particular reference to the impact on Kirkcolm. He expressed a particular desire to minimise the impact on the school and details a number of ideas including; raising the fence height between the school and Fisher Lane; involving the children a number of projects and controlling the access times for vehicles using the lane.

It was suggested that Biwater Leslie/Scottish Water be approached to make some kind of contribution to the community to compensate for the inconvenience suffered.

Concerns were expressed about the effect of traffic controls particularly at the time of the Annual Village Gala.

 

WINDFARM FUNDING UPDATE

The Annual Plan included three projects; Public Hall Re-furbish, Bowling Club Equipment, and Public Hall PA and lighting. These were presented to Solway Heritage on time with an encouraging response from them. (Formal acceptance was received on 20th Dec 2010.)

 

ANY OTHER BUSINESS

Public right of way: – Scott Baillie detailed concerns about an issue in the village where there is a disagreement about blocking a right of way. Cllr Scobie suggested that use of this way should be established with the council, and to try and avoid litigation.

Winter resilience: – Scott Baillie reported an incident in Church road where a resident had a fall on the ice and snow resulting in an injury. Scott has taken it on himself to contact the council to obtain equipment and resources to deal with the problems with local volunteers. Ros Surtees voiced concern about the need for training to spread grit and shovel snow!! Cllr Scobie said that the initiatives had merit, but it should not be forgotten that the council has a duty to keep all adopted roads clear of snow and ice. Cllr Scobie also expressed concerns relating to the funding and resources allocated to the initiative.

Training: – No one expressed any interest in attending training offered by Planning Aid For Scotland for Community Councils.

Raffle License Renewal: – It was agreed that Elly Baker apply for renewal of the annual license.
