Minutes of Kirkcolm Community Council Meeting Wednesday 10th February 2010

Meeting Opens

Previous meetings minutes verified by Jennifer Miller,Fiona Halliday.

Police Matters; 3 men were caught poaching on High Ardwell.

On 5/1/10 4 youths were spoken to for banging on doors and throwing traffic cones.

Several caravans were broken into at Wig Bay between November 09 and January 18th 10 and a van was stolen from Stranraer and crashed near Wig Bay with the occupant being caught.

Several crossbow bolts were found at Lady Bay with some pheasants being killed by crossbow as well. Locals have been asked to remain vigilant and report anything suspicious.

No matters arising.

 

Children’s Badminton Club;

Jennifer Miller liaised with Ann Ferguson to make arrangements for the provision of 2 Ryan Centre staff to run the club on a trial basis. There will be a £2 charge per child and Ann Ferguson may provide some funding for the club. There are 15 children interested fro P4 to P7. The 4 week trial is due to start on 1st March. 50% funding is being sought from the Area Committee for the hall hire and further grant funding may be available. If the public hall work is not complete we will look into the possibility of bussing the children to the Ryan Centre.

Youth Club;

John Gibson has volunteered to help restart the youth club and is looking for volunteers to help set up and run the club. John could be available 1 week per month. A notice will be put on the notice board seeking an administrator and volunteers but any one involved would need Disclosures. We will look into possibly arranging a meeting for volunteers. If/when a club is established we will look into possible transport from outlying areas.

Time Capsule;

There is still no plaque for the time capsule plinth . The C.C will now proceed to procure and have a plaque fitted.

Angus Carrick-Buchanan presented a sign for the village notice board and all present expressed their gratitude to him. Scott Baillie and Matt Halliday will find time to fit the sign.

A proposal is put forward to have a sign at the entrance to the village advertising the website and local amenities. This will be discussed at a later date. Also it is reported that the sign is missing from the Ervie road entrance to the village.

Damaged Roads;

It is reported that the roads within and surrounding the village are in a very poor state of repair.

The bottom car park has been damaged by contractors while the water main was being replaced. Willie Scobie will chase this up and proposes inviting Bill Elliot to a future meeting. Angus Carrick-Buchanan proposes that Luce Bay be approached to make good and clear up the resulting mess within the village after the works are complete.

Lady Bay;

Angus Carrick-Buchanan has offered the regional council use of Lady Bay free of charge in return for their agreement to maintain the bay area periodically. John Brodie of the council has declined this offer. The community council will look into what way it can contribute to apply pressure to have the decision reversed. Willie Scobie suggests inviting Harry Hay to a future meeting to seek commitment to maintenance and look at bringing Lady Bay into the Loch Ryan waterfront regeneration project. The community council sees Lady Bay as a community asset which could boost the local economy. Angus Carrick-Buchanan will continue to work with the council and Iain Dick suggests sending a letter to the regional council seeking support.

Wind Farm Funding;

There is funding available to the community council for community projects.

Angus Carrick-Buchanan suggests that a cycle track for the school and circular walks should be considered. Ros Surtees proposes a community film club. A meeting to discuss projects will be arranged within the next 2 weeks.

A further meeting will be arranged in the future along with other community groups to which Maureen Rice will be invited to explore funding options and grant availability for all groups.

Hall Repairs;

The community council is not happy with the standard of repairs to the hall so far. Scott Baillie will make contact with Harry hay to discuss this and stress that the work must be done properly. Iain Dick will contact David Pride to seek a site meeting. The community council is not happy about making its monetary contribution unless the work is to a satisfactory standard. Angus Carrick-Buchanan will also liaise on this matter. The hall needs to be completed before the Easter Tearoom.

Use of Hall;

Ros Surtees wants to see more community use of the hall for social activities such as film nights, themed nights, gaming nights, etc. The community council will look into licensing issues and will invite a representative from the Isle of Whithorn to discuss their experience of such things.

A.O.B;

The cycle training within schools will no longer be carried out by police but by volunteers. Matt Halliday will get more information on how this will work and will seek volunteers to provide the training.

The PTA is holding a fundraising Race night followed by a disco in the hall on the 5th March. All welcome.

Ros Surtees is holding a presentation and cheque handover from her swim at the Coronation Day Centre on 13th march at 1pm, again community support is most welcome. There will be drinks in the Blue Peter in the evening.
